  4.     In the closing days of his 1987 electoral campaign, South
  5. Korean President Roh Tae Woo made a surprising pledge. If he
  6. won the country's first free elections in nearly two decades,
  7. the handpicked successor to ex-General Chun Doo Hwan promised
  8. to submit his administration to an interim vote of confidence
  9. -- giving wary voters, in essence, a chance to change their
  10. mind. But last week, citing the danger of "social chaos," Roh
  11. broke his campaign promise and indefinitely postponed the
  12. long-awaited referendum.

  14.     Roh also ordered a sharp crackdown on dissidents, arming
  15. police divisions with M-16 rifles and abandoning a policy that
  16. prohibited firing on protesters. The move sparked violent
  17. demonstrations in six cities. Ironically, Roh's original
  18. decision to cancel the referendum had won widespread support,
  19. including that of opposition leaders, who feared a positive vote
  20. would damage their own chances in the elections scheduled for
  21. 1992.
